Arctas: Moving the Needle 09.22.26 – B&A, Arlo, Koniag, Cognizance, Strategamy, FI, ASRC Fed, SHR, Kilda, PotomacWave, Valiant, EKIN Solutions, NIRA, Leidit, T3W, Wilcore, KLSA, HXG1

Today’s Arctas activity had all the hallmarks of the fiscal year-end push. M&A, experienced talent, AI-enabled health modernization, and competitive awards all moved quickly into focus.

M&A and talent movement set the early pace. B&A generated significant attention after acquiring Intelligent Waves, expanding its mission technology, secure communications, and defense capabilities. Former Air Force and DISA cyber leader Emmanuel Matos joined Arlo, while Phil Chambers moved to Koniag in Huntsville. Koniag paired that talent move with another federal health win, securing an HHS ACF Early Education Pathways Learning Management System support contract.

Federal health and AI stayed active. Cognizance Technologies added an FDA CDER Office of Computational Science task, while Strategamy secured FDA Food Applications Regulatory Management System support. VA moved forward with a pair of $776M IDIQs supporting Ambient Scribe capabilities, while Wilcore added an AI Veteran-Centered Submission Ecosystem contract.

Homeland security brought another wave of activity. FI Consulting beat out three competitors to secure USCIS OCFO Financial Technology Optimization and Alignment support. ASRC Federal stacked two wins, adding a $25M ICE Data Quality Improvement Services BPA and a DCSA Case Processing Operation Center 2.0 Support Services contract. SHR also secured a $17M FEMA National Flood Insurance Program IT Cloud Support task.

Civilian modernization remained highly competitive. Kilda Group landed an IRS Enterprise Correspondence Platform Migration contract, while PotomacWave added Treasury Automated Data Monitoring and Reporting Services. Valiant Solutions beat out five competitors for NOAA Enterprise Network Operations Consolidation and Modernization Support. EKIN Solutions topped 16 competitors for SBA Enterprise SharePoint Development and Support Services. NIRA secured CPSC CPSRMS systems support, while Leidit beat out 12 competitors to win DOE ServiceNow SecOps implementation work.

Defense and market intelligence rounded out the day. T3W beat out seven competitors for Navy Technical, Analytical, Training, and Travel Program Support Services. KLSA added an Air Force Air University Student Lifecycle Information Systems Modernization contract. HXG1 also drew attention examining the TSA PEA 2027 recompete and whether the prior RFP narrowed the competitive field before pricing even began.

Acquisitions, AI adoption, competitive takeaways, and modernization work moving before the fiscal year closes. That’s where the attention landed today.
