Today’s Arctas activity had a clear end-of-year feel. Large awards, competitive takeaways, AI investments, and leadership changes all accelerated as agencies and contractors pushed priorities forward.
Leadership and strategic moves set the early pace. Expression founder Abir Ray moved into the Chief Strategy Officer role as Tim Spadafore took the helm as CEO. Brooke Pierce joined DLH as President of its Health Business Group. The Baldwin Group also generated attention with plans to go private through a majority investment from Sequence Holdings and the Dell family office. J Michael Consulting (JMC) added to the activity with the launch of its redesigned website.
Federal health stayed busy. Mettle Solutions beat out six competitors to secure a $14M CMS PCG FHIR support contract, while Prime Response Inc (PRI) added CMS Security Operations Concierge In-Processing Services. MITRE leveraged the CMS FFRDC for a CDC system modernization task. DecisionPoint beat out four competitors to win a $28M CDC All Hazards Labor Support contract. A-TEK continued its NIH momentum with NIEHS Power Platform and SharePoint development work, while Compass Federal topped three competitors for NIEHS Cybersecurity Support Services.
Civilian modernization brought another wave of competitive wins. Radiant beat out 21 competitors for an IRS Enterprise Data Platform support task on 8(a) STARS III, while Censeo topped two for Taxpayer Assistance Center modernization. Terrestris beat out two competitors to secure a $34M Treasury OTA Global Logistics Support BPA. Truss won an $8M SEC Semantic Layer Support task, and Allocore added a $33M SBA Disaster Lending Platform contract. FWI stacked two wins across NOAA and NIST, supporting OAR ESD and CIAO operations alongside UI/UX Motion Capture Prop Development Services. Tarkik also added CBP IT Support Services.
AI, defense, and mission support brought scale to the day. Groundswell generated significant engagement with a $187M DoD Agentic Auditor software installation, configuration, and support task. McKinsey secured a $76M Army G-8 Analytical and Digital Capability Support IDIQ. MindPetal beat out four competitors to win a $41M DOL OWCP Benefits and Payments Support contract. AgileRank topped two competitors for a VA Automated Asset Management IDIQ, while Dark Wolf added a $10M DEA Data Den contract.
Year-end pressure is showing. Bigger awards, sharper competition, and companies moving quickly to turn priorities into execution.
