The new fiscal year is barely underway, but Arctas activity is already pointing toward a clear theme. AI is moving deeper into agency operations while established players are stacking wins across modernization, health, cyber, and mission support.

Deloitte opened FY27 with momentum across four agencies and missions. A Deloitte SNG joint venture secured multiple FDA HALO tasks spanning FIDA, data quality, and CVM migration support. Deloitte also added a HUD Ginnie Mae Default Strategy contract, CBP Emerging Technology and Innovation Support, and a $19M DoD OSD JDS Intelligence Analysis and Data Support task after beating out three competitors. Federal health stayed active. innoVet Health secured HHS work spanning KidneyX, LymeX, InnovationX, and other public health priorities. KLSA added the HHS Two Become One Marriage Disincentives Pilot. FedWriters stacked two competitive wins, beating out seven competitors for HHS Office of Minority Health Language Access Services and four for USDA Rural Development Marketing and Communications support. Blue Water Thinking beat out six competitors for another VA IHT 2.0 task, while Gravann secured VA OIG OICMS Services.

AI and automation quickly became a cross-agency story. AttainX secured $17M across three CISA efforts supporting OBP, infrastructure and risk modeling, and CICP. A Softek and FEDITC joint venture added a CISA NRMC AI Modernization for Risk Analytics task. Treasury moved forward with a $487M enterprise AI licensing and token task, while USDA FSIS added Risk-Based Decision-Making AI Analytics. GovCIO beat out two competitors for an EEOC Conversational AI Intelligence Layer contract. The Naval Academy also moved to acquire the CORAS AI-driven Enterprise Decision Intelligence SaaS platform.

Digital modernization continued across the civilian market. ICF secured State Department ServiceNow development and business process automation work. Bixal continued its momentum with Login.gov Software Development Support. HORUS stood out after beating out 29 competitors for an FMCS Application Development Support BPA. A1FED added HUD SF-DART support, and vTech Solution secured Federal Mine Safety and Health Review Commission cloud services.

Defense and national security brought scale to the day. Rios Partners continued its run with an Army JPEO-CBRND Prevailing Edge Scientific and Technical Review Services award. Endurion beat out 10 competitors for USSOCOM 75th Ranger Regiment Education Outreach Services. Dark Wolf secured a $50M Space Force Modernization, Cloud Development, and Cybersecurity SBIR Phase III IDIQ. Quantum Sky topped three competitors for DoD OSD JDS Knowledge and Content Management Support.
