Arctas, in cooperation with OrangeSlices and HigherGov, is launching the 2026 Vanguard Defense 250. This list provides a data-driven view of companies that captured federal civilian IT and consulting work during FY 2025.

The Arctas Vanguard Defense 250 is not based on nominations, surveys, or subjective rankings. Instead, it is built exclusively from federal contracting data and reflects reported FY 2025 obligated dollars, including both prime awards and reported subcontractor obligations. The analysis covers a defined set of federal IT and consulting services NAICS and PSC codes. HigherGov supports this analysis by tracking federal buying activity across agencies, contract vehicles, and award categories. Its ability to capture and organize obligation data at scale makes this type of market-level analysis possible.
